Proposal for Cadre Review of Group B and C Cadres/Posts of Survey of India

1.Introduction

Survey of India, established in 1767, is the National Surveying and Mapping Agency under the Department of Science & Technology, Ministry of Science & Technology. It has played a vital role in the saga of India’s Nation Building. It has also played an important role in scientific and development initiatives in defining the country’s priorities for growth and development. Based on the requirements of Sol a need has arisen to restructure Survey of India Group A, B & C Cadres/posts for better functioning of the organization.

This proposal is regarding cadre restructuring of following cadres/posts of Survey of India:-

  1. Group B Cadres/Posts
  2. Group C Cadres/Posts.

The Cadre Review proposal of Organized Group A Service i.e. Survey of India Group A Service is already under consideration in DoP&T.

2. Background

A committee was constituted by Sol for restructuring of Group B and C cadres/posts. The following were the members in the committee:

(i) Shri R.K. Nigam, Addl. Surveyor General, Sol - Chairman
(ii) Shri Manoj Kumar, Director, IFD, DST - Member
(iii) Shri S.K. Pani, Deputy Secretary, SMP, DST - Member
(iv) Shri  Prashant Kumar, DSG, SGO (Addl. Charge of DAF) - Member
(v) Shri Nitin Joshi, DSG, Sol - Member
(vi) Shri Mohan Ram, SS, Sol - Member

The aforesaid Committee has done an in depth study on zero based assessment of the requirement of staff. The Committee has also looked into the need for revised nomenclature of the Group B and C posts, due to change in technology, need for abolition of certain obsolete designations and introductions of new ones in tune with present day need and advancement of technology and suggested need based levels and numbers of such posts in different administrative structures of the organization, with least disadvantage to the existing incumbents of these posts / without adversely affecting their existing promotional avenues.

In view of the new Geospatial Guidelines issued by DST on 15" February 2021, the option of outsourcing has been considered to the extent practicable. In fact, while determining the requirement of manpower, it has been assumed that as many of the processes as possible, which would otherwise require thousands of additional personnel, will be outsourced. Such outsourcing has been taken care of in proposing the required manpower. However, Sol will still require trained technical manpower (Senior and Junior Surveyors) for quality assessment and quality control at every stage. Further, some of the activities will be carried out by regular manpower of Sol. Sol has the mandate of International Boundary Survey/demarcation and preparing IB strip maps. Such tasks can only be carried out by regular Sol personnel and cannot be outsourced.

The present proposal has been organized as below:

3. Existing Cadre Structure / Need for Cadre Review 

3.1. Existing Cadre Structure

The existing cadre structure of various cadres in Survey of India was adopted several decades back, as per the technology available at that time and education level of the manpower. At that time, the process of mapmaking involved different stages requiring different skills. The general education level was lower, so different cadres were designed as per different skills required for various stage of mapping.

As such, there became a number of cadres/posts having different vertical hierarchy.

3.2.  Nature of Duties

The nature of duties of different cadres are given below:

a) Topographic Cadre

The topographic cadre is the main cadre carrying out the principal surveying activities. It has the primary responsibility to carry out data acquisition in the field (using conventional or modern field survey techniques) as well as in the computer center (using aerial photogrammetry, remote sensing etc.). The cadre also carries out digitization of old printed maps, their updation, GIS application etc. In modern technology, this cadre also carries out the jobs which were earlier carried out by Draftsman cadre.

b) Draftsman Cadre

In old technology, the mapping in the field was carried out by using plane tables. The maps prepared in the field conditions needed to be redrawn in clean office conditions by skilled draftsman. So the Draftsman cadre was responsible for fair mapping of the field collected data.

c) Printing Cadre

The printing cadre operates printing machines and carries out printing of maps, forms, departmental publications, publications of DST and other ministries whenever demanded. The Group A posts of Printing Cadre is responsible for managing the printing work in all the processes of printing.

d) Stores Cadre (Reproduction)

Store Keepers (Reproduction) are for managing the stores related to printing processes.

 e) Isolated Posts in Printing

The posts of Works Manager and Store Keeper (Reproduction) are isolated posts. Works Managers are responsible for maintenance/repair of Printing Machines.

f) Ministerial Cadre

The Group B and C ministerial cadre prepares and processes bills, prepares budget estimates, keeps account of expenditure. It also process files related to promotion, MACP, legal cases etc.

g) Ministerial Posts (Deputation)

Post of Director Administration and Finance is a Group A Ministerial post responsible for Control and formulation of the budget of the department, giving advice to the Surveyor General of India in the matters related to Finance and Admin and to ensure that the policies of the government related to finance and budget are properly followed in the department. It is filled by deputation.

h) Stenographer Cadre

In Survey of India, the stenographic staff is attached to the officers of the level of Director and above. The duties of stenographic staff include attending/transfer the phone calls, taking dictations and typing letters etc.

i) Stores Cadre

The tasks carried out by Survey of India require huge number of sophisticated instruments, equipment, computers, workstations, large plotters, printing machines, Unmanned Aerial Vehicles and consumable items. The stores cadre is responsible for management of the stores, ensure its maintenance, and issue to individual workers etc. The Group A Posts of Stores are responsible for evaluating the requirements of the instruments and equipment for the organization, ensuring that the government policies related to procurement are properly followed in all the offices of Sol and advising the Surveyor General of India in procurement related issues.

j) Records Cadre

In conventional process of map making, a large amount of record was generated such as angle books, computation volumes, sheet files, air survey sections, blue prints, Plane Table sections etc. while other types of records were required like printed aerial photographs, old maps etc. The records cadre is responsible for management of such records, ensure its proper safety and issue it to individual workers when required.

k) Official Language Cadre

The official language cadre is responsible for translation of documents to Hindi, keep track of the status of use of Hindi, and assist the authorities to increase the use of Hindi. The Group A posts of official language cadre are responsible for keeping track of the status of use of Hindi, ensuring the implementation of the orders/guidelines issued by the Department of Official Languages to meet the desired results, and assisting the authorities to increase the use of Hindi.

l) Motor Transport Cadre

The Motor Transport drivers drive the official vehicles, staff cars, field vehicles like campers, trucks jeeps with trailer etc. The work of Survey of India being field oriented, the drivers must be especially skilled in driving the field/heavy vehicles in difficult road conditions in remote areas.

m) Instrument Maintenance Cadre

Earlier, the instruments used in Surveying were mostly optical and mechanical and very few agencies were Capable of repairing such instruments. Therefore, Survey of India had its own unit for carrying out repair and maintenance of instruments. The maintenance staff was trained in repairing the instruments, re-fabricating some of the damaged parts and fabricating special equipment as per requirements. 

n) Security Staff

All the duties pertaining to security and safety of Survey of India offices are carried out by Security staff. These days most of the security job is outsourced

o) Fire Staff

Survey of India maintains Fire Brigades at Dehradun and Hyderabad where the establishments are large with HQ, a number of directorates, Training Institute, Printing Group etc 

p) Canteen Staff

Survey of India has 5 Canteens, 2 at two campuses in Dehradun and 1 each at Delhi, Hyderabad and Kolkata. The canteen staff prepares and serves meals, tea, coffee and snacks to Survey of India staff.

q) Posts of Central Health Service

There are 10 posts of Chief Medical Officers in the Dispensaries of Survey of India. The CMOs are Central Health Service Officers and posted by the Ministry of Health.

r) Dispensary Staff

Survey of India has 2 dispensaries at Dehradun and Hyderabad. Dehradun station has considerably larger number of staff, therefore requires more number of dispensary staff than Hyderabad.

s) Miscellaneous Staff

The various staff which have different types of duties like librarian, engravers, packer etc have been mentioned under miscellaneous staff.

t) Assisting Staff

The Multi-Tasking Staff (MTS), Technical labourers etc. assist various cadres in their activities. The MTS carry instruments/equipment in the field, pitch the tents, assist in linear measurements etc. and also carry out other general duties of MTS.

 3.3.         Stagnation Profile

3.6.         Earlier Cadre Review

The earlier cadre review of Group B, C and D (now Group C) cadres of Survey of India was carried out vide Department of Science & Technology letter no. SM/02/044/088 dated 30 January 1996 (copy attached) with the approval of Ministry of Finance (Department of Expenditure) U.O. No. 2(20)/EIII/94 dated 21-11-1995.

 It was implemented vide Survey of India Departmental Order no. W-656/709-Strength dated 6-8-1996 (Annexure VII).

3.7.         Need for Cadre Review

The last cadre review of Group B and C cadres was carried out in 1996. Since then, 24 years have passed and major changes have taken place in technology and user demands. Annexure-II gives the relevant details. The main factors which have necessitated the cadre review are discussed below:

3.7.1.     Major Changes in Technology

NMAs like survey of India have always experienced technical disruption to their activities. Until 1990s, technological changes were quite slow. The last few decades have seen the introduction of technologies like GPS, Digital Photogrammetry, Remote Sensing, LIDAR, IFSAR, CORS, Drones, ICT etc. which have revolutionized the way survey and mapping is done. The technologies like Artificial Intelligence, Machine Learning, Deep learning, Big Data analytics, Data Science are redefining the rules of geospatial analytics. Earlier, different activities like triangulation, trigonometric computations, levelling, analogue aerial triangulation, analogue photogrammetric plotting, plane tabling, fair drawing / scribing etc. required a different type of skill and education level, therefore, requiring different cadre for each e.g. Plane Tabler, Draughtsman, Surveyor, Trig Computer, Topo Auxiliary etc. Now, with the advancement in technology, most of the instruments are digital and processes are computer based. So, the tasks can be carried out by a limited number of technical cadres and such cadres have to be strengthened. Moreover, many of the cadres have lost their relevance due to change in mapping technology and great advancement in Information Technology within past 10-15 years.

To effectively meet the present day and future geospatial demands of the country, theorganizational setup and the cadre structure of Survey of India needs to be modified.

3.7.2.     New Geospatial Guidelines issued by DST

On 15th February, 2021 Department of Science & Technology (DST), Government of India promulgated New Geospatial Guidelines for acquiring and producing Geospatial data and services including Maps.

These New Geospatial Policy Guidelines have liberalized the geospatial data acquisition and production, which is now based on trust and self-certification. The guidelines have also paved the way for the democratization of the geospatial data generated out of public funds. The guidelines envisaged the evolution of new geospatial ecosystem, anchored by Indian companies, which makes substantive contribution to the vision of five trillion- dollar economy. This policy reform will be instrumental in boosting the domestic innovation for data and modern mapping technologies crucial to achieve the objectives of Govt. policy for Atmanirbhar Bharat.

The promulgation of New Geospatial Policy Guidelines has impressed the need for a transformational change in the organizational as well as cadre structure of Sol to complement the openness, democratization of data and development oriented approach of the guidelines. New structure is also required to address the envisaged data requirements, new roles and responsibilities to ensure the data availability with robust & dependable ICT infrastructure ensuring the ease of access for all users of the geospatial domain in the country.

Survey of India will act more as a facilitator in generation of geospatial data by outsourcing as much activities as practicable and involving regular cadres in Quality Assurance/Quality Control and supervision to ensure that the generated data conforms to required standards.

As a facilitator, the Sol will have to play the following role:

i)             Facilitator for the evolution of the geospatial ecosystem in the country. Facilitator in Geospatial enablement of various sectors.

ii)                   Facilitator in providing geospatial information for various government programmes.

iii)           Facilitator in generation, management, use and reuse of the standard based quality geospatial data. Sol will facilitate the availability of foundation data and entail the data curing, data QA/QC, Supervision, data handling etc.

iv)               Facilitator between demand side mainly government agencies and supply side i.e. industry.

v)            Facilitator in implementing the new geospatial guidelines objectives.

vi)           Facilitator in IGIF implementation viz Data Management, Promoting the use of standards, to act as facilitator for development/evolution and enforcement of national standards.

vii)          Consultancy and advisory role in geospatial domain. 

The changed role will result in change in functioning as described in para 3.7.3.

3.7.3.     Major Changes in Functioning

In the role of facilitator, the functioning of Sol will change as given below:

i)          Generation of foundation dataset and domain specific data will be based on the following data sources:

a) Data acquisition and processing by Sol personnel.

b) Data acquisition and processing through outsourcing.

c) Data acquired from other government and private agencies.

The data collected by various GDCs and acquired from other departments/agencies will have to be integrated for generation of National Foundation Dataset. Before data integration, Sol will essentially require to perform quality check of data acquired from outside sources. Thereafter, the data curing will be required and finally the data integration will be done. Considering the size of the country, even the quality check, data curing and data integration alone will be a huge task.

ii)            Execution of the Geospatial activities at field office level will change significantly to ensure the outsourced work completion as per contractual obligations and Service Level Agreements (SLAs).

iii)                 GDCs having AoR of state will have to bear the responsibility of ensuring the Foundation Dataset creation, updation, availability, accessibility etc. and acting as facilitator for meeting user demands in the state of its AOR. GDCs will have to ensure that the contracts are given in time and as per the required standards so that the targets are achieved.

iv)           With change in primary role from Executor to Facilitator, there will have significant changes in the working of Sol cadres at Group ‘B’ and ‘C’ levels. They will be engaged more in quality check/quality control and supervision of the outsourced work. Though, the work involved may otherwise require several thousands of technical personnel ( > 10000 ), but due to outsourcing to the extent possible, lesser number of regular Sol technical personnel will be required.

3.7.4.     Practical Difficulties in Present Cadre Structure

At present there are many cadres where there is no vacancy distribution among different pay levels. For example, there are 914 posts of Plane Tabler which are common to Grade IV, III and II in Pay Level 3, 5 and 5 respectively. Further, no recruitment rules exist for these posts and the grade promotions are governed by Departmental Circular Orders. Unless the cadres are restructured according to standard structures, framing the RRs is very difficult. There are some cadres where two posts in levels of hierarchy are in same pay level. For example Office Superintendent and Assistant (both in level 6). Such posts have to be merged.

4.          Proposal of Cadre Restructuring

         4.3.     Functional Justification

        The last cadre review of Group B and C cadres was carried out in 1996. More than 22 years have since passed and major advancements have taken place in technology. In the last few decades, the domain of work of Survey of India has extended considerably due to infusion of new techniques and user demands. Earlier, the paper maps were the main product, but now Survey of India has also to produce the digital products and a wide range of geospatial information which are required to be frequently updated.

        4.3.1.    Extended Mandate:

            The advancement in technology and increase in user demands have resulted in extension in scope of activities of Sol. Some examples of the new activities undertaken by Survey of India are given below:

(i)     Survey of India is initiating the generation of High Resolution National Topographic Database (NTDB) on 1:10,000 scale,  Foundation Ortho Rectified Images (ORI) on 1:500/1:1000 scale with 10 cm accuracy and Ultra High Resolution Digital Elevation Model (DEM) with 20 cm accuracy.
(ii)    Providing Web Based Services
(iii)    Fulfilling the huge demands from State Governments for Very High Resolution Geospatial Data (i.e. 5 to 10 cm resolution). MoUs have been signed with several state governments.
(iv)    Surveys as directed by Hon’ble Supreme Court and State High Courts to settle the inter-state boundary disputes.
(v)     Demarcation of Hazard line along Indian coasts as per (Coastal Regulation Zone Notification (CRZ) dated 2™ July 2018, MoEF & CC)
(vi)     Disaster Mitigation Maps as per National Disaster Management Plan 2016

4.3.2.     New Initiatives:
 
            To fulfil the needs of users and various government agencies, Survey of India has taken some new initiatives. Few of them are named below:
 (i) Online Maps Web Portal: Survey of India launched a portal https://online maps.survey of india.gov.in enabling users to online purchase  (in various formats)/free download (in pdf).
 (ii) G2P Sol Portal — https://indiamaps.gov.in , launched on 12-05-2018 by Hon’ble President of India.
 (iii) G2G Portal for government departments — https://g2g.indiamaps.gov.in
 (iv) Geoid Model, to enable the users to directly get height above Mean Sea Level using GPS instruments which will save considerable         amount of  time and money. Beta version of Geoid Model has been developed for the entire country and released by the Hon’ble President of
India on 11th May, 2018. The development of higher resolution model is under process.
(v) CORS Network, which will enable the users with compatible GPS device to get the coordinates accurate to 3 to 5 cm, with only 2-3 minutes of observation.

4.3.3.     Projects of National Importance:

Survey of India is involved in many important and prestigious projects of Government of India.

SVAMITVA SCHEME of Ministry of Panchayati Raj launched by Hon’ble PM on 24th April 2020, is being executed by Survey of India for mapping of more than 6 lakhs villages of the country on 1:500 scale.

Survey of India is also creating geospatial data for some other important developmental projects worth several hundred crore, e.g. Integrated Coastal Zone Management (ICZM), Coal Mine Planning and Design Institute (CMPDI), National Hydrology Project (NHP), National Mission for Clean Ganga (NMCG). Many more similar projects are expected from various Ministries/State Governments.

To effectively meet the present day and future geospatial demands of the country, the organizational setup and the cadre structure of Survey of India needs to be modified by (i) strengthening the main technical cadre i.e. Topographic Cadre, (ii) optimising the posts in other cadres, (iii) decreasing the number of cadres, (iv) abolition of posts which are no longer required in new technological scenario.

The functional justification of increase/ decrease / abolition / merger etc. of various posts is given in following tabular form.

Some of the posts have been proposed to be transferred to Topographic Cadre (Officer Surveyor, Senior Surveyor and Junior Surveyor) on the retirement/vacation of posts by the incumbents during the next 5 years. However, according to the age profiles of the incumbents, the number of posts marked with ‘ *’ in the following table, will still be occupied by the incumbents even after next5 years. Therefore, these number of posts have been shown in proposed strength.

carried out and more number of officers will be required for quality control and supervision. Further, there has been inclusion of many more activities in the mandate and additional tasks
undertaken by Sol, as discussed in previous paragraphs. Therefore, 500 posts of Officer Surveyor are required as below:

Increase in Number of Posts:
Surveyor is responsible for all the technical activities involving sophisticated instruments and higher level of knowledge/ skills, in Surveying and Mapping which includes data
acquisition using different techniques in the field as well as office (GPS, Total Station, UAVs, Photogrammetry, High Precision Levelling, Gravity observation, Geomagnetic
observation, Tidal observation etc.), data processing, data transformation & management, supervision etc.These activities for fulfilling the extended mandate and providing diversified products
and services to the users, require more number of Surveyors. In the changed scenario, they will also supervise and Quality control the work of outsourced manpower like control provision,
field data acquisition, feature extraction, data processing, field attribute collection, HP levelling etc. It is proposed that in the present technology, the tasks carried out by Draftsman and Record
Keepers can be given to Surveyors. The total sanctioned posts of these cadres in Level 6 are:
i) Surveyors 589
ii) Survey Assistants               440
iii) Draftsman Div                   300
iv) Draftsman Gde Il               360
v) Record Keeper Div             34

Against these 1723 posts, only 1250 posts of Senior Surveyor have been proposed. Merger of Surveyor and Survey Assistant: The duties of Surveyors and Survey Assistants were
slightly different in old technological scenario, but in modern technology, they perform similar duties.
- Both the posts are at the Pay Level 6,
- Both the posts are performing same duties
- Both the posts are feeder cadre for the post of Officer Surveyor
- There is a combined seniority list of both the posts.
Therefore, it has been proposed to merge the posts of Surveyor and Survey Assistant and designate them as Senior Surveyor. Transfer of Posts from other Cadres:
The posts of Draftsman are not required in
present digital scenario as the tasks earlier carried out by Draftsmen may be carried out by Surveyors. Therefore, it is proposed to transfer 221 posts out of 300 posts of Draftsman Div | to
Senior Surveyor as both are in same Pay Level 6. So 360 posts of Draftsman Grade II will be transferred to Senior Surveyor. Transfer:

914 850 (Junior Surveyor) -64 Increase in Number of Posts:
The surveying and mapping is a manpower intensive task. Due to need of higher resolution maps updated at _ frequent _ intervals,
considerable manpower is required at various levels. The Junior Surveyor (existing Plane Tabler) is responsible for all the technical activities
requiring less sophisticated instruments/processes in Surveying and Mapping. This includes data acquisition using different techniques in the field as well as office (mobile mapping, GPS observation, levelling, data acquisition using satellite imagery etc), data processing, data
transformation & management etc. In the changed scenario, they will also supervise the outsourced manpower engaged in activities like feature extraction, field attribute collection, levelling etc. It is proposed that in the present technology, the tasks carried out by Draftsman and Record Keepers can be given to Surveyors. The total sanctioned posts of these cadres in Level 5 are:
i) Plane Tabler                     914
ii) Draftsman Gde Ill:            361
iii) Record Keeper Div II:     111

Against these 1386 posts, only 850 posts of Junior Surveyor have been proposed.

Re-designation of post: Earlier, the post of Plane Tabler and Air Survey Draftsman were responsible for surveying using Plane Tables. The existing system was designed several decades back when general education level was low. Therefore the staff was recruited at lower level called TTTB, and were trained for several years before they could become Plane Tabler Grade II. However, in present scenario, more educated candidates are available who can be deployed in highly technical jobs after imparting them shorter training. Therefore, it is proposed to rename the post of Plane Tabler as ‘Junior Surveyor’ who will carry out surveying using modern instruments and methods. The Junior Surveyor will also be assigned the jobs of Draftsman Grade Ill and Record Keeper. It isproposed to change nomenclature of Plane Tabler/ ASD’Man Grade II to Junior Surveyor.The existing incumbents in Grade II (Pay level 5) will be re-designated as Junior Surveyor. However, the incumbents in lower grades will only be re-designated as Junior Surveyor when they get grade promotion to Grade Il after completion of residency period and passing trade tests as per existing rules. There is no increase in number of posts. 850

B Draftsman Cadre        
1 Cheif Draftsman 35 35* 0 As discussed in para above, the post of Chief Draftsman is not required in the present technology and the work can be assigned to the Officer Surveyor. However, as per the age profile of the existing incumbents of this post and feeder posts, though, all the existing incumbents will retire in next 5 years, but the incumbents of feeder grades will occupy these posts on their promotion. Therefore, the proposed strength of Chief Draftsman has been shown as 35. However in subsequent years when these posts are vacated, they will be abolished.
2 Draftsman Division-I 300 61* -239 The post of Draftsman Div | is not required in the present technology and the tasks carried out by them can be assigned to the Senior Surveyor. So, it is proposed that 221 out of 300 posts as and when vacated and no incumbent available for promotion will be transferred to Senior Surveyors.

As per the age profile of the existing incumbents of this post and feeder posts, 61 incumbents including those to be promoted to this post from feeder grades, will occupy these posts on their promotion. Therefore, in next five years 221 posts can be transferred to Senior Surveyors and 18 posts of Draftsman Div I can be abolished. Rest 61 posts as and when
vacated will be abolished in subsequent years.
3 Draftsman Grade IV, III & II 721 0 -721 The post of Draftsman Grade IV, III & Il are not required in the present technology and the work can be assigned to the Junior Surveyor. So, it is proposed that the posts will be abolished as and when vacated.

As per the age profile of the existing incumbents of this post all the incumbents will either retire or promoted to higher posts. Therefore, in next five years all 721 posts of
Draftsman Grade IV, III & Il can be abolished.
C Printing Cadre        
1 Assistant Manager 34 12 -22 The lesser number of Assistant Managers are required as the printing processes have been automated and the requirement of printed maps has also _ reduced _ considerably.
Therefore, it is proposed to abolish 22 posts of Assistant Manager when vacated and there is no present incumbent in feeder grades.
2 Senior Reprographer 148 33 -155 As discussed above, the lesser number of printing staff is required as the printing processes have been automated and the requirement of printed maps has also reduced
considerably. The nomenclature of the post of Senior Reprographer is proposed to be changed to Senior Printing Technician.
3 Reproduction Staff Gde-II 537 60 -477 As discussed above, the lesser number of printing staff is required as the printing processes have been automated and the requirement of printed maps has also reduced
considerably. The nomenclature of the post of Reproduction staff Grade Il is proposed to be changed to Printing Technician.
D Stores Cadre

E Isolated Posts in Printing        
1 Works Manager 10 0 -10 The printing processes have been automated and the modern printing machines cannot be repaired by departmental officers. The Annual Maintenance Contract is given to maintain and repair the machines. So the post of Works Manager is proposed to be abolished and the present incumbents can be re-designated as Assistant Manager.
F Ministerial Cadre        
1 Establishment & Accounts Officer 29 45 +16 E&AO is the Head of Office and also performs the duty of Drawing and Disbursing Officer (DDO). He also deals in financial and budgetary matters and proper accounting of the expenditure. He supervises the work of ministerial sections of a GDC/Directorate. The present strength is not sufficient and many offices are functioning without the regular
E&AOs and their duties are being performed by the technical officers, who have otherwise been trained in technical works.

Consequent upon the implementation of 6 CPC pay scales, the posts of Office Superintendent and Assistant, both were granted same grade pay 4200 (Pay Level 6). Therefore, it is proposed to merge both the posts to Office Superintendent, as done in other departments.

The files related to administration, establishment, | accounts, budget etc. are analysed and processed by Office Superintendents/Assistants. estimation and monitoring of budget requirement for stores/instruments etc. of Directorate/GDC. At present there are 18 sanctioned posts of ASO. For proper functioning, one Assistant Stores Officer will be required for each of the 32 Directorates/GDCs/Printing Groups, 2 for Training Institute and one_ for the Headquarters, totalling to 35.

Therefore each directorate/GDC needs at least 1-3 Storekeeper responsible for different types of store items. Hence, the 99 posts of storekeepers will be retained. Further, at present the 99 posts are in Grade II (Level 5), Grade III (Level 4) and Grade IV (Level 3) combined and there is no distribution of vacancies among different grades. It is proposed to have 44 posts in Level 5 (will be re- designated as Senior Store Keeper) and 55 The work of Survey of India involves massive field activities as well as office/computer centre activities. These activities require a considerable number of — sophisticated instruments, equipment, computers and furniture. A proper manpower is required to maintain the huge stores. Therefore each directorate/GDC needs at least 1-3 Storekeeper responsible for different types of store items. Hence, the 99 posts of storekeepers will be retained.

Further, at present the 99 posts are in Grade II (Level 5), Grade III (Level 4) and Grade IV (Level 3) combined and there is no distribution of vacancies among different grades. It is proposed to have 44 posts in Level 5 (will be re- designated as Senior Store Keeper) and 55

The post of Record Keeper was necessary in old technology when all the records was in form of files, printed aerial photographs, plane table sections, printed maps etc. In new technology when most of the record is in digital format, the task can be performed = by — Junior Surveyor/Senior Surveyor whenever required. Therefore the post of Record Keeper Div | is proposed to be abolished as and when the post of Record Keeper Div | fall vacant and no one is available in feeder grade for promotion.

As per the age profile of the existing incumbents of this post and feeder posts, 15 incumbents including those to be promoted to this post from feeder grades, will occupy these posts on their promotion. Therefore, in next five years 19 posts of Record Keeper Div | can be abolished.

4.4.     Financial Implication
The financial implication after calculating the pay by taking average of Pay cell-1 (entry pay) & Pay cell-10 of proposed Pay level of the post as per 7" CPC, have been given in the tabular form. The following formula has been used to compute the financial implications:

Financial implication of restructuring of Group B and C cadres/posts of Survey of India will result in
savings of Rs. 215.08 crores. Therefore, there will not be any additional financial burden.


Note:  The financial implication has been shown on account of salaries. There will be some financial requirements on account of outsourcing of manpower, but it cannot be assessed at present. However, the budget requirements for outsourcing will be less than what would have been required if additional
regular staff were proposed instead of outsourcing.

5.     Conclusion

    (i)     The proposal has been prepared as per the requirements of the Survey of India to use the manpower in an optimum manner keeping in view the latest technologies adopted by the organisation for fulfilling its mandate and additional activities assigned to the organisation.

    (ii)     In the present proposal, No up-gradation of pay level has been proposed for any post. The proposal for up-gradation of pay scales of some posts may be submitted separately by Sol if required.

    (iii)     The posts proposed for transfer to other cadres in the Cadre Restructuring proposal are Live Posts.

Scrutiny, Integration and Management of foundation dataset of entire country as generated by State GDCs. Integration of Domain specific data from Missions. The huge amount of data has to be stored, so there has to be a Data Centre (DC). As per standard practice, there should be a Disaster Recovery (DR) centre at another part of the country so that the data remains safe even if main DC is affected by some disaster. NGDC will act as Data Centre (DC) for GDCs of Northern part of India and will also act as Disaster Recovery (DR) for the GDCs of Southern part of India. Similarly GIS&RS will be DC for GDCs of Southern part of India and DR for GDCs of Northern Part of India.
v) Geospatial Services and ICT Infrastructure Division i) Web Geospatial Service Centre Provide geospatial data generated by Sol to users through web geospatial services, G2G/G2C web portals, mobile apps, APIs etc. as per the new guidelines. Liaison with Central/State Government   departments/agencies for exchange of location based services. Geospatial web services (GWS) include like Web Map Service (WMP), Web Coverage Service (WCS), Web Feature Service (WFS), Web Processing Service (WPS).
ii) ICT Infrastructure Support Centre Maintain and regularly update/upgrade the ICT infrastructure and associated software required for web services, ICT infrastructure support to all the offices of Sol.
 
iii) MA&DC Archival and Dissemination of Maps and Geospatial Data of Sol. Work related to maintenance of Survey of India Estate at Dehradun.
vi) Boundary Division   Demarcation of International Boundary as mandated by MEA. Preparation of Boundary strip maps, coordination of the boundary survey works carried out by concerned GDCs.
