Sub: Promotion to the post of Office Superintendent – (DPC-2023).

Sir,

Your attention is invited on our letter No. CHQ-12/MSA(2022-23) dated 10.01.2023 under which it was requested to allow CHQ members posted at Dehradun for meeting to delineate the aspect of long pending issues as well as recently raised grievances of member staff of Ministerial Staff. Unfortunately, the request of Association could not accede and the association missed the opportunity during your last visit to Dehradun.

Association is again thankful for issue of promotion orders of all eligible officers due for promotion before their entitlement. In this connection, Association invite your attention preferably on your letter No. C-7512/1354(O.S./SGO) dated 31.12.2022 under which subject promotion order has been issued and the request of delinking of transfer on promotion to the post of Office Superintendents vide letter No. CHQ-11/MSA (2022-23) dated 19.12.2022 (Attached). Demand of members of MSA to unfix the post of Office Superintendent is at high. A prompt favourable action in this regard is solicited by the members of Association.

In this regard the following facts are put-forth for your consideration please:-

(i) 9 Assistants among 13 have been offered out station promotion. Unfortunately, one Assistant Shri K. Eswariah (SC) is superannuating without getting promotion due to series of ill-starred refusal of last promotion.

(ii) Mostly Assistants are being offered the promotion to the post of Office Supdt. in the last leg of their service. As 80% of the top 100 Assistants will superannuate in next 10 years.

(iii) Assistants are already supervising the sections irrespective of sanction/posting of Office Superintendent . Since posts of supervising the Ministerial Work are less and Officer Surveyors are discharging the duties of DDO/HOO and in this situation a supervisory staff are needed in every Ministerial Sections.

(iv) No appropriate promotional benefits are available in the case of promotion from Assistant to Office Superintendent to avail bother of outstation transfer.

(v) The promotion to post of Office Superintendent is the promotion from Non-Gaz to Non-Gaz post and considerable to same station posting on promotion as Office Superintendent.

(vi) Relieving of experienced manpower in the name of promotion/transfer without appropriate replacement is severely creating problems and adversely affecting normal functioning of GDCs.

(vii) The refusal of promotion by Assistants is proving more beneficial for administration as their experienced manpower is continuing with same duties.

(viii) Post of Assistant and Office Superintendent are deemed merged as both posts were merged in last approved Cadre Restructuring of Group B & C and again proposed for merger with a strong demand of staff side for merger the same.

In view of the above you are requested to give your approval instantly to unfix the post of Office Superintendent till the merger of post with Assistant and grant the same station posting to all Assistants on promotion to the post of Office Superintendent.

The requests made by Secretary MSA, Hyderabad Branch in respect of Shri P. Satish, Assistant vide No. 2021-23/MSA/HYD/20 dated 10.01.2023 and MSA, Trivandrum Branch in respect of Smt. Geeta Surendran, Assistant vide No. MSA/TVM/2022-23/07 dated 10.01.2023 are forwarded herewith for positive consideration in the interests of official as well as the interest of Department.
