The emergency virtual meeting of Central Office Bearers (COB) of Ministerial Staff Association (MSA), Survey of India held at 13:00 hrs on 08-08-2023, carefully examined the approved cadre restructuring in respect of Group 'B' & 'C' communicated by the Surveyor General of India vide Departmental Order No. W-246/709- Strength dated 07.08.2023, in comparison to the proposal communicated by the Surveyor General's Office to the stakeholders (in particularly Ministerial Cadre) and after considering various facts, rules and documents under extant rules relating to cadre restructuring, it is unanimously agreed by the COB that an irreversible loss to the members of Ministerial Cadre is caused by the Surveyor General office's Unilaterally Implemented Departmental Order No. W-246/709-Strength dated 07.08.2023, thereby the supra Departmental order is severely condemned by the Ministerial Staff Association and is unacceptable, devoid principle of natural justice and extant rules. Hence, the following is hereby unanimously resolved by the COB:

1. The Surveyor General's office to withdraw the Unilaterally Implemented Departmental Order No. W-246/709-Strength dated 07.08.2023, latest by on or before 17 th of August 2023.

2. The Surveyor General's office to immediately constitute a separate Cadre Reviewing committee duly including the members of Ministerial Staff Association (CHQ) in relation to Cadre reviewing of Ministerial Cadre and protect the interest of the stakeholders / ministerial staff career progression under principles of natural justice

3. A meeting with the Hon'ble Surveyor General of India should be granted to the COB's of MSA (CHQ) immediately.

4. Opposing the unilateral implementation of supra Departmental order and as a sign of resentment on the happening of injustice to the Ministerial staff through the said order, henceforth black badge demonstration amongst all the Ministerial staff is hereby declared till the date of withdrawal of supra Departmental order.

5. On the event of failure of point 1 to 3 above a nationwide protest in all forms shall be implemented by the Ministerial Staff Association stationed at various parts of India including opting for judicial intervention in this regard, so as to ensure that no stone is left unturned in meeting justice for the members of the Ministerial Staff Association.
