Sub: Request of delinking of transfer on promotion to the post of Office Superintendents in Survey of India – Reg.

Sir,

I have the honor to draw your kind attention towards the promotion order issued vide SGO’s letter No. C-7083/1354 (OS/SGO), dated 13.12.2022 under which 5 Assistants have been promoted to the post of Office Superintendent. On perusal, it can be seen that 2 out of these 5 Assistants have been offered promotion at the same station whereas remaining 3 Assistants have been offered promotion to outstation despite the fact that they have only 3-5 years service left. Details of these 3 Assistants are as under:-

i. Shri Bhasker Bhushan with 35 Years service and Superannuation w.e.f. 30.06.2027.
ii. Shri M V Balakrishna Sharma with 33 Years service and Superannuation w.e.f. 28.02.2027.
iii. Shri Bhikhu Ram (SC) with 31 Years service and Superannuation w.e.f. 31.10.2025

2. In this connection the following facts are put-forth for your consideration please:-

i. Age profile of Assistants :

a. Approximately 6 Assistants are superannuating in next year, 9 in 2024, 12 in 2025, 8 in 2026 and 13 in the year 2027 from Govt. service. Total 48 Assistants are superannuating from service in next five years .
b. As on 01-01-2022 total 271 Assistants are on-roll. Out of which approx. 129 Assistants are superannuating in next 10 years which is 47% of total posted strength of Assistants .
c. It can be verified from the record that 80% of the top 100 Assistants will superannuate in next 10 years.

d. Minimum qualifying service for the promotion to the post of Office Superintendent is 3 years whereas total 42 Assistants with 10 years of qualifying service as Assistant are waiting for their promotion.

ii.Assistants are already supervising the sections: After the departmental re-organization which was implemented during 2002-03 - Correspondence, Drawal, Accounts, Administration/Confidential Sections were prescribed to conduct the establishment and accounts job of a GDC. Since the inception of the GDCs, these sections are being supervised by Assistants without getting promotion or any financial benefits.

iii. Assistants with total qualifying service of more than 25 years are getting offer of promotion to the Post of Office Superintendent with outstation posting resulting loss of experienced manpower in that office.

iv. It is well known to all that there is no promotional benefits available either in the case of promotion from Assistant to Office Superintendent or in the case of granting MACP to the Assistants.

v. Since 2018, new and fresh manpower as LDCs/UDCs are joining to the department. In absence of proper training mechanism in the department, these new incumbents are totally dependent for the working knowledge of the Assistants or Office Superintendents. Hence, transferring experienced manpower on promotion severely creating problems and adversely affecting normal functioning of GDCs.

vi. SGO itself is not able to replace their experienced Assistants with any new manpower and maximum of Assistants who transferred to another office on Promotion to the Post of Office Superintendent have been brought back to SGO or accommodated in SGO in the interest of office work. The recent promotion order is also showing that the SGO is not in such a position to transfer its experienced manpower to another office due to functional requirement.

In view of the above, the following are established:-

(i) that transfer of experienced Assistant to another office on promotion would not be beneficial in the interest of office concerned.
(ii) that transfer of Assistants in last leg of their Service is disturbing their personal as well as family life adversely. At this point of time when they are being promoted as Office Superintendent, most of them would have completed their 25- 30 years of service. Hence, it amounts to punishment for them.
(iii) that refusal of transfer on promotion as Office Superintendent may also deprive them to earn their 3rd MACP in some cases.
(iv) that after refusal of promotion, the senior-most Assistant is usually compelled to function and carry the responsibilities of Office Superintendent in the exigency of office work where no Office Superintendent is available in his section.

Hence, considering all the above genuine facts and circumstances, it would be appropriate if the promotions to Assistants are offered at the same office/station keeping in view the functional requirement of the office concerned.

In view of the above, the SGO’s Order No C-7083/1354 (OS/SGO), dated 13.12.2022 may kindly be amended, so that the above mentioned three Assistants can be accommodated at the station of their present posting please.
